Description/Blazon A Silver color metal and enamel device 1 1/8 inches (2.86 cm) in height overall consisting of a shield blazoned: Azure, two swords crossed Argent hilt to base Gules, above a globe of the second gridlined Sable; on a chief of the last and between two Silver mullets a lightning bolt palewise Or terminating upon the center of the globe. Attached below and to the sides of the shield a Silver scroll inscribed "VICTORY THRU VIGILANCE" in Blue letters.
